CNNMoney reports, "Drivers still learning how to talk on cell phones and maneuver at the same time are headed for an even more complex world. Robert W. Hahn and James E. Prieger use survey data collected from over 7,000 individuals to estimate the relationship between cell phone use while driving and accidents. Their paper, The Impact of Driver Cell Phone Use on Accidents, has three key findings. First, there is evidence of selection effects. That is to say that individuals who are more likely to use hands-free devices are more careful drivers even without them. Correcting for the endogeneity of hands-free usage, their models predict no statistically significant reduction in accidents from mandating that usage must be hands-free. Second, they find that the impact of minutes of cell phone use on accidents varies across the population. Previous studies of cell phone usage and accident risk are thus subject to selection bias. They calculate that previous estimates of the impact of cell phone usage on risk for the population may be overstated by 36%. Finally, they explore the impact of a ban on cell phone use while driving, and their results suggest their may be no reduction in deaths from the rule.
