Many advocates of regulatory reform recommend the use of more and better benefit-cost analyses. Perhaps the most ambitious such analysis is the retrospective report on the benefits and costs of the Clean Air Act recently completed by the Environmental Protection Agency. Some observers believe that this influential study provides a model of how agencies should conduct benefit-cost analysis.
