Global climate change policy has reached a stalemate. Europe, Japan, and other major countries have signed on to the Kyoto Protocol. However, the United States has refused to join, in part because China and other developing countries are not subject to the emissions limitations under Kyoto. As the call for an effective international agreement grows stronger, the United States has important economic and environmental interests at stake.

The Joint Center will convene a panel of experts to examine the future of American climate policy. Richard Stewart and Jonathan Wiener will discuss their new AEI book, Reconstructing Climate Policy: Beyond Kyoto, and Scott Barrett will highlight findings from Environment and Statecraft: The Strategy of Environmental Treaty-Making. They will provide radically different roadmaps for climate change policies that are economically sensible and politically feasible.
