Scholars debate whether reforms have delivered the promised benefits. For example, what are the effects of regulation on economic growth? Does privatization help or hurt consumers? What are the characteristics of a good system of regulatory governance? Scholars also discuss how poor countries should allocate resources to protect their citizens from catastrophes, like the 2004 tsunami.
