Many developing countries have been promoting privatization, competition, and regulatory governance reforms in order to stimulate economic growth. Scholars debate whether reforms have delivered the promised benefits. For example, what are the effects of regulation on economic growth? Does privatization help or hurt consumers? What are the characteristics of a good system of regulatory governance?
