Net neutrality has no widely accepted definition, but usually means that broadband service providers charge consumers only once for Internet access, do not favor one content provider over another, and do not charge content providers for sending information over broadband lines to end users.  Supporters argue that mandatory net neutrality is necessary to preserve innovation on the content side and to ensure that providers of high-speed Internet access to consumers do not discriminate against websites.  Opponents counter that mandatory net neutrality ignores the economics of the Internet and could deter investment and innovation by making some new business models illegal.
